Any hope for cleaning this video file?
 

Diving in head first with video cleaning. Found the worst looking file I could so I could try cleaning it with neat video 4 or denoiser II in After Effects cc. Needless to say, I've had no luck but sure learned a lot about video.
The question is: Is there any way to clean something this bad? It's a .mp4 file.

Denoise 2 from red Giant ?

320 x 240 with 57.7 kbps .......... restore = no.
Image size is too small and the 57.7 kbps is too little

Shoot with better camera
1280 x 720 and in 50p
