Any PAL<>NTSC framerate converting tool with speed adjust?
 

I'm looking for a nice tool to convert video files from PAL (25 FPS) to NTSC (23.97) and vice versa. One that keeps the original total number of frames and therefor either speeds up or slows down both video and audio, depending on the conversion. I haven't found such a tool so far. There's MeGUI, but I only got it to work for audio. If I import a video file, only the audio speed will change, causing the video and audio of the result not to be synced correctly.

Try Hybrid from "Selur". You can find it on the videohelp website. He has a english speaking forum on his website too if you need any help.
You can speed change for audio and video and adjust many more setting.

TV standards PAL (commonly in Europe and some parts of Asia) often uses 25fps, while NTSC standard (used in the US and Japan) uses 29.97fps. i checked my video converter from winxdvd, and it can only convert PAL to NTSC or vise versa at 25 or 29 or keep original framerate. hope it does some help to you, friend

It really depends on how complex this needs to be.

When you're talking interlaced source, Avisynth will be the only quality way.

But for progressive content, I've been quite fond of Hybrid for the past 2-3 years. Selur did an excellent job creating it.

29.97 (NTSC) and 25 (PAL) are not the only two -- don't forget 23.976 (NTSCfilm). ;)

I have tried Hybrid. I successfully slowed down a PAL DVD Video rip from 25 fps to 23.976 fps.

Unfortunately, it won't work the other way around. The thing is that my American/NTSC DVD is 29.97 fps. Actually, it's 23.976 fps converted to 29.97 fps by duplicating some frames for each second, as appearently, that's the way DVDs work.

I'm not sure if there's an easy way to convert 29.97 fps back to 23.976 fps without removing the wrong frames (the ones that don't have been duplicated). According to Selur, I would need an so called "inverse telecine" method in order to do this. :hmm:

Yep, that's it. IVTC in Avisynth, then adjust 23.976>PAL to match. Resolution adjust as needed, 1:1 if streaming.

Hybrid has embedded Avisynth, but I've not gotten it to work yet. I think it's just me, not had time to figure it out yet. Low priority. I'd have to take round-about approach (Avisynth > VirtualDub > Avidemux > Hybrid) since my Avisynth doesn't work yet. Maybe Avisynth > VirtualDub2 > Hybrid at best, but Vdub2 still has a lot of bugs.

Doesn't pulldown removal work?

As it should.

IVTC and NTSC are related to each other with 3:2 pulldown, you add it to IVTC to get NTSC and to convert back you need to remove it.

I don't get how to do that in Hybrid - or any other program.

Cannot Avisynth do it?
Or Final Cut, or Vegas?

This is why I stay as far away from NTSC as possible...
