Improving video quality?

hi, i have avisynth 2.6, VirtualDub-1.9.11-AMD64, avspmod 2.7.8.8
these are the plugins i have look at attachment i want to improve the quality of this video which I have attached like brightness, sharpness, saturation, contrast, sharpness and also remove noises. please can anyone help me with the scripts |

Just showing an alternative approach.
(far from perfect) Not using Avisynth, but Vapoursynth and doing: 1. Deinterlacing using QTGMC 2. cleaning using BasicVSR++ (requires fast NVIDIA GPU). 3. some luma sharpening using GLSL 4. some line darkening using GLSL script: https://pastebin.com/uuuPYh1H (The ending with the dancing still has tons of artifacts, since I didn't want to drop half of the frames and replace them with interpolations.) The avi is messed up, someone encoded telecined content without applying ivtc into a format that does not support interlacing (MPEG-4 ASP). Which causes tons of ghosting, etc. .
Also, it shows tons of compression artifacts due to bit rate starving. Throwing TFM(), MCTemporalDenoise(settings="very high"), BasicVSR++, some luma sharpening and line darkening at it, produces a somewhat decent output. (but in case there were fine details somewhere, they are probably gone; script) Didn't look at the mkv file. Side note: Adding a white space before the last dot in a file name is just evil.
