You want to do this:
  • S-VHS VCR (Panasonic PAL NV-FS200) >
    • Panasonic ES15 as pass-through sync filter (ONLY WHEN NEEDED!) >
      • external TBC
        • proc amp
          • detailer (if available, only as needed)
            • capture device (JVC DR-M10 DVD recorder)
That's pretty much it.

Notes:
  1. If you put the external TBC in after the S-VHS VCR, then the ES15 cannot correct the signal.
  2. If you use the ES15, then technically the external TBC may not be needed -- it really depends on the condition of the tape and the behavior of the capture device.
  3. The proc amp is always something you want to do after signal corrections, but just before the digital conversion. The same is true of external edge/detail enhancement devices.

No, not okay.

Do this: VCR > ES15 > TBC > proc amp > JVC DR-M10

Only use the ES15 when necessary.
For most work, it would be removed from the workflow.
