One of the tapes I'm converting has a low audio and high noise problem.It seems to completely muffle voices at some parts, but if you listen closely you will hear faint voices in others. Is there any restoration techniques that can fix this or at least make the faint voices audible?

Is anyone able to figure this out? I was messing around with some audio filters that made it a little better, but still mostly inaudible.

It sounds like a little girl talking. You can set the static only as a noise profile and play around with denoising and then normalizing to try to get the background only. Though it does appear very faint.

Not really. There's almost nothing there. Using forensic methods, some audio could be recoverable. But it's not going to be something you enjoy, but merely an attempt to hear voices. Not even the original voices, just a modulated version.
