From USB you can play files directly, simply select USB input instead of HDMI and choose file. You do not need smart TV. Just try.

H.264 MPEG4 is most common format and all TV accept (or should accept) it. I have Philips TV from 2008 in my summer house and it read MP4 PAL/NTSC without problems. Info how to convert files to mp4 you can find in this forum.

Blu ray player you need only for blu ray discs.

I have read, and on chatgpt as well, that non-smart tvs can't play video files through usb direct from the hdd, has to be through a media player. I also read on reddit that the hdd can get damaged, as in not work properly, if it's plugged in directly to some tvs. Really makes me weary.

That's per specific TV, but regardless, they are weak. They can't handle files with high compression or many formats, colorspaces. It's all very limited.

I am talking about USB flash. Why you read something somewhere instead of simply plug in flash and try?
You think your blue ray can read something your TV can not?
If you want you can read your TV OM before. Or you should get accept from priest?
You can write to Bobby Henderson, he will give you permission:

;)

Edit:
However to be sure about result you may need to wear a colander, before plugging in USB flash.

If you will do it I am sure all will be fine even without separate permission from High Priest.

Here is how it looks if done right:

But keep in mind, TV will still not read Lagarith. Religion is powerless in this case.
