Bitrates: Why not have a CQ over 90?

I have a simple question: Why doesn't CQMatic go over CQ of 90? I mean is there a good reason why it doesn't do that? :?
I often make 2cd skvcd's so I would need it to go over 90...

Above 90 it's only waste of space for the same visual result. That's why Kwag choosed this limit.
