Feral Industries C-100 TBC test point details

I have had a Feral Industries C-100 TBC / Frame Sync (Release 4.0 circa 1992) since 2019. Had a good run with it during the pandemic, got married, moved houses, finally got around to getting back to the list of family tapes to digitize. Now I can't seem to get any output from it on both composite and svideo.
I only have a multimeter and a universal counter as diagnostic tools, and just enough knowledge of basic electrical / electronics to get around. Since there is next to no information on this model out there I figured I'd hit the test points on the mainboard and post them, hopefully for comparison if someone else out there has one. Attached is a photo of the mainboard.
I will edit this to clean up formatting once I figure that out (I'm open to suggestions).

DIP Switch and Jumper settings
SW1: 1:On; 2-4: Off
SW2: 1-8: Off
JP1: Pins 1-2 jumped; Pin 3 empty
JP2: Pins 1-3 empty

Quite obviously I'm not getting any readings on TP15 and TP18.
PSU: +5 VDC and +12 VDC are good, -12 VDC seems to only be -2 VDC compared to ground but -12 VDC compared to +12 VDC (though my understanding of 'negative' voltage is limited).
All but one oscillator seems to read accurately with the universal counter.

I am willing to attempt replacement of the 'bad' oscillator, as I have replaced similar components on PC mainboards in the past. Any suggestions, questions, guidance?
