Windows Vista HP desktop for capturing tapes?
 
Hello! I have inherited a working Microsoft Windows Vista era desktop from a family from my church and I'm curious as to whether or not it would work within a video capture workflow. It's an HP Pavilion "Special Edition" with an AMD Phenom X4 9550 @ 2.20 GHz (4 Processors, 4 Cores), 8 GB of RAM and four PCIe x1 slots. I have a license for Vista Home Premium Edition and I believe I have original XP installation media in my legacy binder.

So far as I can tell ATI seems to have only made capture cards for AGP slots. Are there any available for PCIe x1 slots?

Yes, that's more than enough for capturing standard-definition video. If it's DV, it'll be a breeze -- that CPU won't even break a sweat. Same thing if the capture device has its own hardware-based compression (like MPEG2). If you're capturing uncompressed video, it should still be fine as long as the software you use isn't horribly inefficient and/or you're using an obscenely high bitrate.
