Do not touch the audio file and use ChangeFPS(23.976) in you script.
Or use "AssumeFPS" and you will have to change the length of your audio file using Besweet insteed of headache (it has presets for PAL->NTSC convert).

Take the 352*240 template, limit the max bitrate to 1500 and you will be abble to fit 160 min in a decent way.
