The relolution was 528 X 480. Not sure what kind of DVD player he's got, but he said it is old enough that he was surprised it even played VCD. I bet this is where the problem lies. No big deal...

Okay, I give up. I just encoded the whole movie again, and it still stutters at the beginning and during those transitions. I used a min bitrate of 680.352 and a max of 2000, and still same problems....
