Fix the GOP. It's 1, 18, 2, 1, 18 NTSC ( 1, 15, 2, 1, 15 PAL ) and the MIN=300, MAX=1,800.
That will give you ~240 minutes on 2 CD's with higher quality than a VCD if you use the file prediction...

For bit rate, set MIN=300, MAX=1,800, Min. avg unchecked and Max. avg 0. Those are the new values for the LBR, so set...
