Yes it is! But you can only encode at 23.976 if your original movie was shot FILM. You can't if you have an interlaced 29.97fps stream that has not been telecined.

Well I just tried pulldown.exe, and it does work...

Well I just tried pulldown.exe, and it does work with an MPEG-1 video stream! I ran the resulting .m2v through bit rate viewer, and it shows the file as 29.97 MPEG-1, even though my original file...
