Is TemporalSmoother filter like noise reduction or you meant
using the temporalsmoother filter with avisynth script...

Avisynth: get a blue screen in TMPGenc?
I don't know i did it right but
I put the decomb.dll, mpeg2dec.dll, avisynth.dll and install.req and uninstall.req in the C:windows\system32.
i generate the avs from fitcd which I might did...
