I think CQ_VBR is recommended for 352x240/288 and...

I think CQ_VBR is recommended for 352x240/288 and CQ for all the other resolutions.

It's still TMPGEnc, not the 3.0 but the 2.5x ones.

MEncoder is still in alpha phase and definitely not suitable for MPEG-1.
