You can (and should) encode as MPEG-1 but like you said, mux it as SVCD and then burn it as SVCD.

My model can play bitrates as low as 150 when it's done this way. If I mux and burn as VCD, I get...

You could try authoring and burning the file as SVCD. This works for me on my DV-343, but only if the resolution is n x 576 (480 for NTSC).
