a .mef file is just a text file and you can take...

a .mef file is just a text file and you can take the existing svcdntsc.mef, vcdntsc.mef etc... and copy and paste the q matrix

user_iquant=1
intra_q[0]=8
intra_q[1]=9
intra_q[2]=12 ...
