At higher bitrates I prefer the look of the CCE standard matrix over the Notch. At very high bitrates I think the MPEG standard matrix is probably the best. But the Notch is definitely the champion...

It should be possible to do that in an authoring program. Just use RB-Opt's "global options" to change the target size to 2000mb (or whatever) instead of 4000mb (or whatever). Then encode and rebuild...

I've never seen dancing blocks on any CCE encode I've done. Perhaps Undot and Deen are removing too much noise?

But if you're not happy with the CCE encodes you're doing, then that's not a problem...
