They should always be multiples of GOP length. If your frame rate is not 23.976, you should specify the sample length, i.e. Sampler(length=24). If your frame rate is 23.976 you can just use Sampler()...

With the new formula one uses minutes-in-movie samples of max-gop-length frames. At the moment that's 24 regardless of frame rate :).
