I know the templates. I want to say that IT DOESN'T MATTER how many P frames are specified. It does matter only the MAX frames in GOP.

OK, let think a bit. You have 5000 P frames setting. But you have also a setting that GOP can not be more than 15 frames. So, the GOP is RESTRICTED to only 15 frames. How many from them are P frames?...

Standart PAL is 15 frames in GOP max. This is also setting for KDVD. Can you tell me if you have 2 B frames in row and 15 frames in GOP max how much P frames are there?
