If the source is a true 29.970 then you must encode it in 29.970, not in 23.976 pulled down.

As your source is an avi, yes you have to select a SOURCE A/R of 1:1. But the DESTINATION A/R must be set to 4:3 (and the arrangement method to "fullscreen - keep aspect ratio".
