Note: tehre is no SECAM DVD player. All players sold in France are PAL and all the last TV sets are PAL/SECAM. SECAM is only used as TV broadcast standard now.

No, that's the opposite. The framerate is tied to the AC power frequency. NTSC countries are 60Hz, PAL ones are 50Hz.
That means that the framerate is the determining parameter and the player decide...
