Bumpy/jerky video, does not play smoothly?

i use tmpgenc plus 2.5 and KVCD-CQ-352x288-_PAL_-PLUS.mcf and/or KVCD-CQ-352x240-_NTSCFilm_-PLUS.mcf templates to create kvcds.
for average bitrate i use calcmatic, i set the cq myself as i cant...
