TMPGEnc: video quality very bad, avi/mp2 to mpeg1

hi guys i converted my wav to mp2 in headac3he and my ogm to avi in goldwav. now that i use tmpeg to make the mpeg1 vcd video it is soo bad, i cant even see what is going on in the video thats how...
