MEPG file larger than calculated?

I have an AVI video. My target is XVCD.
640*480, 29.97, CBR 2650kbps, in order to fit it on a 80min CDR.

Using Tmpgenc, I encoded it to mpeg1. The final mpg was a lot bigger than what was...
