It doesn't matter which template you use. Load a KVCD template, then the unlock template (it's in your TMPGEnc's "Template\Extra" folder). This will allow you to change the resolution (to 480x480)...

I'm doing a 100 minute movie with a CQ of 72 (112 Kbps audio+VCD Mux Overhead, 80 Min CD, Average Bitrate 950 Kbps). So I'd say your value of 50 for an even shorter movie than mine is extremely low....
