Version 0.51 D1 has an improved rate control to prevent bitrate spikes, a new custom quantization that no longer generates artifacts when used with trellis quantization, and different settings for varied frame size/bitrate (whatever that may be).

I wonder what sources they are using, because the time stamp on the rate control related files on the CVS are still dated February 2004
