FFmpeg: How can I get Best Quality Still Frame by FFmpeg?

I want to get a mpeg2 still frame by using ffmpeg,

but I can't get a good quality of it, what is the config of ffmpeg to creating the still frame ? there a any special config ?

Also mpec2enc.exe is a good executable for generating still mpeg2 frames ... its also used in DVDauthor package for generating menue stills.

Do google for "DVDauthor" or "mpeg2enc.exe"
