i do not know if it is allowed to ask, but i am having problems using tmpgenc, don't get me wrong if i convert it converts fine, unless i convert a 23.976 fps or a 29.97 fps.
With 25 fps i have a normal good screen on my comp and also on my dvd player, when i convert the other fps sorts i will get a bumpy scrolling movie on my computer and on my dvd player.
I am using tmpgenc 2.513.53.162 with core version 1.96.149
I do have the kvcd templates they are all for PAL but i can adjust the framerate in it, but the bumpy scrolling keeps showing up with some movies, i have tried everything, do i need a new tmpgenc ?

You mean that you use tmpgenc to convert the fps ?
We do not recommand that, and the result you have tells you why.

i do not mean convert the fps, i leave the fps as it is so if a movie is 23.976 fps i leave it 23.976, but it doesn't matter, my outcome is always a movie with bumpy scrolling unless i convert a 25fps avi to a 25fps mpg, than it looks normal, could it be tmpgenc or maybe the pal templates ?

Okay.
First you can't just take the PAL template and change the FPS. The resolution is also tied to the format (PAL /NTSC). But this is not the reason of your jumpy output.
Second : template for NTSC exists ! Kwag is in the NTSC area so, of course, he did templates for NTSC.

I have installed de ntsc templates, the movie now takes 11 hours to convert, that is not right is it ?
Normally it took like 2 hours to convert...
The bumpy scrolling is still there.

Man I think you should stop a little and read some guides.
Time for encoding has something to do with the template only if you take two templates that not produce the same resolution ! Else of course time should be close.
Second : how can you see that the scrolling aree not correct if the encoding takes 11 hours ? You stop it ? Or youare talking about the preview in tmpgenc ?
Finally I think we are going to nowhere as you are not giving all information needed. So please fill this form :

That is it
The reason it took 11 hours is because there was something wrong with tmpgenc, i fixed it, but now the nstc templates do not show up in tmpgenc
but never mind, now it converts in 2 hours.
If i convert, i stop converting right away, turn on the audio, and start again, so that it converts the audio right away.
The scrolling starts right away, you see a ocean from a helicopter view, and it doesn't scroll the same as the avi, which scrolls smoothly, it scrolls like 1 second good than it looks like it bumps than it scrolls again, every second or so, i know it is not the FPS because than the bumpy thingy would go throughout the film, it only appears when there i fast movement.

NTSC fps / PAL resolution.
As I told you, you should take a rest and read some guides, you are clearly missing some basis.
Note: never resize with tmpgenc, never encode audio with tmpgenc, use VCD res only if you movie is over 2h30. You are using 10% of the power of KVCD.
