Do I need to use the 3:2 pulldown flag in TMPGenc for creating KVCD's that are 24 fps? I am not sure if it is the 24 fps that is causing my player to stutter during the movie and throw the audio sync off.

Did you try the KVCD version 2 compatibility CD
That was encoded at 24fps
