It transcodes. That means that some frames are left untouched, and some are recompressed.

Yes, but don't make it THAT much larger, because the transcoder will compress more, and you'll get less quality. But this is a good idea, and it has already been discussed in the forum.
So go ahead and encode your KDVDs at a higher CQ, and let DVD Shrink re-fit your mpegs
