Hey! I was wondering if there is a program that lets me convert the FPS of video files. Like from 29fps to 23.967fps...or can i do it within TMPgenc?

You have to know that there are three versions of 29.976 NTSC

1. A "telecined" progressive 23.976 fps which is converted to an interlaced 29.976. In this case you have to restore (inverse-telecine) the orig 23.976 fps before encoding again at 23.976 with "Pulldown while play" option in TmpgEnc checked.

2. A "real" 29.976 fps Video and therefore shot at original 29.976 fps
In this case you should encode again at 29.976 BUT there's also an Avisynth way to do a conversion to 23.976 (interlaced) where frames will be dropped without a "stuttering" effect (I do not mean AssumeFPS(), or ConvertFPS() !) but also you have to deinterlace afterwards this procedure before encoding that one at 23.976.

3. A DVD Source which will be shown at 29.976 interlaced but in real its just encoded at 23.976 progressive Film with a pulldownFlag added during encoding. In this case you just can reencode at 23.976 again without InverseTelecining but also here with the "Pulldown while play" option in TmpgEnc checked.
How do you see if a DVD Source gots a real 29.976 interlaced stream??
Very easy ... just move in DVD2AVI to a fast motion scene, there you can see if comb-artefacts do exist or not, ... if there're combing artefacts you got an real interlaced stream.

I don't know what you paln to do but look towards the programm called "pulldown".

But I'm not sure you are expert enought to understand what are the underlayed issues involved here. I just answered to your question.

As I'm not very much in that Pulldown.exe appl. I assume that this is the one to use after encoding a mpeg2 23.976 using CCE to apply this mentioned "Pulldown-Flag" afterwards to that CCE encoded 23.976 stream?? As its part of VMesquitas Guide.

So "Cloud101" you should check "which" of the NTSC 29.976 possibilities you want to convert and tell us.

Pulldown.exe has two feature :

- it can add the flag, as you describe in point #3 of your for point

and

- it can also deinterlace the video as you describe in #1.

It can also do the opposite operation for both cases.

Well i wanted to join around 6 simpsons episodes ogether and then put them on a CD-R. But one of the episodes had a diffrent FPS then the rest so i wanted to change that files FPS. Thanks

Also how do you find out if a file is "telecined" or not.
