I have a Divx file which I'm trying to encode to KVCD. It has PAL dimensions (352x28, but an an NTSC frame rate (29.97). Should I resize to 352x240 and keep the frame rate, or convert to 25 fps and keep the dimensions? Also, what is the best method for doing either of the above?

So the faster and easier is to simply resize the picture.
A simple "BicubicResize(352,240)" it's enought.

I tried this and the width gets cropped by about 10% which I'd like to avoid. Is it a problem with my Tmpgenc setting perhaps? I used Full Screen (keep aspect ratio).

Use "Full Screen". NOT Full screen(keep aspect).
