First of all, check that you have encoded with the "PLUS" templates. They were tweaked at the last hour, before naming them "PLUS".
If you have a very high action scene, you can increase the MAX bit rate, to compensate for action. But your file size will also increase, and maybe your DVD player won't play a very high bit rate. You'll have to try encoding several clips to see how high you can go.
