Are these two the same thing?

FitCD's PAL VCD settings for an AVI source
BilinearResize(320,256,0,0,512,410)
AddBorders(16,16,16,16)

For a faster encoding, is this right?...

TMPGEnc Resizing filters better/worse than Avisynth?
