Recording Video: Bright white colors?

Unfortunately I tried going through the vcr but to no avail, it still shows up extremely high. I thought it might be my overlay control so I tried changing some of those settings, but didn't help. ...

I was thinking of capturing video at 740x480 at 4,000 kbits/s so I can put a few tv shows per DVD-R. I'm gonna use TMPG just to cut out the commercials and keep the quality the same.
