TMPGEnc: encode restarts after finished?

is there something wrong everytime i go to Encode It starts to encode and then when its done it starts all over again , does it normally do this??

Error Message when i try to open AVI file

i have a AVI file which i believe is MPEG-4 format but im not to sure..., Anyway when i goto open the movie it says " Couldn't Locate" decompressor for format 'MP43' ( Microsoft High Speed MPEG-4 V3...
