I found a way to lower the quantizers on high-bitrates:

vfdct=1:ibias=-256:pbias=-256

you can replace vfdct=1 with 2 or 6, just not 3 (mmx) because it can't handle negative *bias values.

They probably don't know enough about VBV to implement minrate properly :?

IMHO softpulldown+detc or pulldown.exe+detc should use -ofps 23.976, but softpulldown alone should use -ofps 29.97 fps.

softpulldown isn't capable of creating MPEG-2 RFF flags like pulldown.exe...
