I think you have a resizing problem. Can you try resizing to 352x576 just to see :?:
I believe you are seeing resize artifacts at 352x288.

Could you check your BicubicResize(352,160,7,74,706,428) parameters again with PARanoia, and see if they are correct :?:
Also, do you need the: ConvertToYV12() line in there :?:

DC: 8 Bits
Motion Search Pres: FAST
Arrange Method: Full Screen

And change to bicubic resize.
BicubicResize(352,160,7,74,706,428)
