If I was going to put an mpeg in a DVD, I would start by modifying the standard DVD template included in TMPEG.

I'd change the resolution to 352x480 ( half D1 )
The MAX bit rate to 5,000Kbps.

There's an article being written in Germany about the quantization that I used in the KVCD templates. I am waiting on the author's translation and approval to release that information.
