Try TMPGEnc DVD Author. It accepts MPEG-2 23.976...

Try TMPGEnc DVD Author. It accepts MPEG-2 23.976 with 3:2 pulldown flags. I've tested KDVD which encodes like that, and DVD Author works perfectly.
