Also, remember to set to the latest changes :!:
That is, "motion estimate", and also check that you have the KVCD "Notch" matrix. Back when I did the ULBR template, it was set to the original KVCD...

For ULBR, use 900Kbps for MAX.
Other than all the resolutions that we've tested, I don't think there's much more to try :)
