MPEG Mediator is a video stream converter.

The only thing you have to do, is use "pulldown.exe" (if your source is 23.976fps)...

ffvfw and MPEG Mediator
Just to comment that the CODEC is working fine with MPEG Mediator :)
So for some cases, or people that have problems with AviSynth, you can just open your VOBs directly with mediator, set your CODEC...
