How to cut 200 MBs?

I encoded a two hour movie at:
Min Bit:0
Max Bit: 1450
CQ: 65
KVCD Template PAL 25 FPS

Would the best way to cut 200 megs be to lower the CQ value? I want to know the best way without losing...
