It's quite likely you cannot get anything else than composite out of the VCR, be it from Scart or wherever. You can try going from Scart to S-video, but I doubt that it will be any better than going...

RF Out is the same as Antenna out and probably looks just like composite out. Try getting a signal from Scart to Antenna in, chances are it gives better quality, depending on how your Scart cable...

Based on Terratec's site, the card does support AVI and MPEG capturing. I don't know if it captures to MPEG in hardware though. However, if you can capture to AVI, you're better off doing so anyway...
