The latest BeSweet beta (1.5b21) uses tooLAME.dll...

The latest BeSweet beta (1.5b21) uses tooLAME.dll to encode. There's naturally a GUI for BeSweet and they can both be found here:

Oh, I forgot to say, use tooLAME. It's better than mp2enc used by HeadAC3he. The folks at hydrogenaudio.org recommend it and those guys sure know everything regarding audio.
