It probably doesn't need to do any prediction since it's only changing the bitrate. It knows exactly what average bitrate it must obtain to fit on the DVD-R, and it knows the existing average...

MPEG-2 -> MPEG-2 transcoding = easy(ish, i.e. possible with a 92kb executable)
MPEG-2 -> MPEG-1 transcoding = 8O
