Try 128kbps audio + 23.97 fps+ Two pass Variable bitrate (set max and min urself, min preferably over 650) and try it now!

Else, consider using 2 disks with Constant Bitrate 224kbps... default...

Instead of VCDEasy, try using Nero, with "Create Standard compliant VCD" on. If Nero has no problems with it, then there will be no problems! (Hopefully)

Stream writing is fast (mostly used to cut and join files) and then the file ends are not "tied up" . the only solution i know is re-encode it, full process... might take an hour or so.... but wut...
