Well 2520 is SVCD max bitrate so you shouldn't need anything higher than that. But then thats for 480x480 so I suppose you could go up to around 3000...

In TMPGEnc click Setting, then, next to Rate...
In TMPGEnc click Setting, then, next to Rate control mode where it says Constant Quality (CQ) click Setting. Change Maximum bitrate to something higher. Don't go too high though as some DVD players...
