Definitively Q prediction in HC Encoder is not good, don't matter what version (0.14-0.15) do use. It is doubt to that explained by hank315 related to cqmaxbitrate.

For this reason, I stick this lowering maxbitrate, enough to obtain a targeted final size. But if it is oversized, I apply rejig....
